On a front yard in Pfafftown, a white sign with red bold letters = reads: No=20 forced annexation.

The sign belongs to Libby Robbins, who has lived there since 1955, = but it=20 might as well belong to anyone on this half-mile section of Yadkinville=20 Road.

Winston-Salem's plan to annex 20 square miles and at least 17,000 = residents=20 has been stalled for two years by two lawsuits, but if the city is = allowed to=20 move ahead, Robbins and her neighbors would get new benefits, such as = garbage=20 pickup - and the power to vote in city elections.

Yesterday, Robbins said she would use that power.

"Most of us along here are senior citizens, so (annexation) is going = to put a=20 hurt on us," said Robbins, 73. "I don't know how government works. All I = know is=20 that I don't like what they're doing to us."

The political landscape in Winston-Salem could change if the more = than 17,000=20 residents are brought into the city, officials acknowledged. Though = incumbents=20 tend to keep their seats in city elections, the question remains whether = outlying pockets of upset, motivated voters will leverage the city's=20 historically low voter turnout to remove the council members who brought = them=20 into Winston- Salem.

"I think it will have an effect on the city council," said Bill = Miller, the=20 chairman of the Forsyth County Republican Party. "The inner city and the = city=20 itself has controlled the city council for a number of years," he said. = "Over=20 the next few months, we'll have to analyze the numbers."

Big numbers might win elections, but they aren't necessary in = Winston-Salem.=20 In the 2005 general election, for example, it took fewer than 1,700 = votes to win=20 a seat on the Winston-Salem City Council.

In one of the more competitive races, South Ward newcomer Molly = Leight got=20 more votes than any other candidate, pulling in 1,671 to beat = then-incumbent=20 Vernon Robinson. Incumbents Wanda Merschel and Dan Besse had to get = fewer than=20 1,525 votes to keep their seats. Of the 105,538 registered voters, only = 11,713,=20 or 11 percent, cast ballots.

Under annexation, each council member would get more than 2,000 new=20 constituents, as the 17,000-plus residents would be divided equally = among the=20 city's eight wards.

Besides a sudden influx of new voters, Merschel said, low turnout = also can=20 upset a seemingly predictable race. Even if only half of the new = residents are=20 eligible to vote, they would have enough muscle to sway a council = election.

"I know that the good folks in the places to be annexed have been = very=20 organized and very vocal in their opposition to annexation," said = Merschel, who=20 voted for annexation.

"They certainly have the potential to have some sort of an impact - = not=20 necessarily to determine the outcome (of an election), but to move the=20 numbers."

Plans for annexation have been put on hold as city officials and = county=20 residents await a decision from the N.C. Supreme Court on whether it = will review=20 the case. Word from the high court was expected as early as May, but it = never=20 came. A decision in May favorable to the city would have allowed = annexation to=20 take place at the end of June.

Now, officials said, the earliest that annexation could move ahead is = July=20 31, depending on what action the state Supreme Court might take.

In the meantime, council members have pressed city planners to make = the=20 transition go as smoothly as possible.

Ward boundaries ultimately would have to be rearranged to absorb the = new=20 residents. Until that happens, and assuming that annexation moves ahead = as early=20 as July, residents in the areas planned for annexation would be = temporarily=20 tacked on to the nearest ward.

Robbins, who lives close to Merschel's ward, said it doesn't matter = much that=20 she and the council member are both Democrats. Robbins says she would = vote=20 against Merschel because of her annexation vote.

"I'd rather pay for that (proposed city services), than extra taxes," = she=20 said.

A homeowner in the areas planned for annexation pays property taxes = only to=20 Forsyth County. On a house valued at $200,000, a property owner would = pay $1,320=20 in property taxes a year. Under annexation, the same homeowner would pay = taxes=20 to the county and the city. And the tax bill on a $200,000 house would = jump by=20 $970, or 73 percent, to $2,290.

In return, residents who pay for services, such as garbage = collection, water=20 and sewer, and bulky-item pickup, could see some savings. For example, = county=20 residents who pay about $200 a year for garbage collection would no = longer have=20 that expense.

John Hopkin, an active opponent of forced annexation, said he is = concerned=20 that residents in rural areas would face more challenges than just = paying=20 additional taxes.

If residents must be annexed, he said, then additional wards should = be drawn=20 up. In Hopkin's view, that would allow people in rural areas to get more = representation.

"Our fear is that our concerns will not be as prominent to a member = of the=20 city council.... It won't be on the top of their agenda," he said. "If = they're=20 willing to do that (annex) to us, what else are they willing to do? We = don't=20 want the council to be predominately rural or predominately urban."

Demographics show that 80 percent of the people in the areas planned = for=20 annexation are white - something that has been considered by the = council, which=20 has four members who are black and four who are white. Seven of the = council=20 members are Democrats and one is Republican.

"I wouldn't want that (annexation) to take away the strength of = minority=20 input in open government," Council Member Vivian Burke said.
