At the March 21st Buncombe County Commissioners meeting, the Commissioners unanimously approved the following resolution without comment:
Resolution Calling for a Moratorium on Annexation for All Municipalities Within Buncombe County
----------------------------------------------------------------------
WHEREAS, it is apparent to this Board of Commissioners that the annexing of additional territory by the municipalities in Buncombe County continues to be controversial; and
WHEREAS, this Board is beginning to revise the existing Land Use Plan and as a part of this process have found that the citizens of the County are fearful of investing for growth and increasing the tax base of the County because they are fearful of annexation of such development by municipalities; and
WHEREAS, this Board feels the need to know the impact of annexation on its citizens in areas such as increased property taxes and insurance costs to the individual homeowner and the timeframe services are provided to newly annexed property owners; and
WHEREAS, a study should be done immediately on the impact future annexation will have on the County's budget, on sales tax and on the citizens of the areas to be annexed; and
WHEREAS, an important factor that must be studied is the economic impact of industries that have left our area shortly after being annexed costing jobs and tax revenue to our citizens; and
WHEREAS, this Board is of the opinion that the citizens of this County should be given the right to vote on whether or not they wish to be annexed into a nearby municipality; and
WHEREAS this Board is of the opinion that a moratorium should be placed on annexation by all municipalities in Buncombe County until a comprehensive study can be done to reflect the economic impact annexation has had and will have on this County and its citizens.
NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners for the County of Buncombe as follows:
1. That all municipalities within the Buncombe County suspend all involuntary annexation of additional territory into their corporate limits until a comprehensive study of the economic impact of such annexation is completed.
2. That all municipalities be urged to help in this comprehensive studyfor the benefit of all the citizens of Buncombe County.
3. That a copy of this resolution be forwarded to each member of the governing body of the City of Asheville, the towns of Biltmore Forest, Black Mountain, Montreat, Weaverville and Woodfin for their consideration.
4. That this resolution be effective upon its adoption.
