League Of Municipalities opposes Annexation reform!

The NC League of Municipalities is actively lobbying against any effort to change the Annexation Laws of North Carolina.
They are working to defeat SB1126, a Bill introduced by Senator Shaw of Fayetteville that would give citizens living near Fayetteville a chance to vote on whether they want to become part of the city. You can read their bulletin at the link below:

The below text is from the League Bulletin:

"Bad bill on annexation"

"Legislation introduced this week in the Senate seeks to strip a municipality of its statutory annexation authority. SB 1126 - Fayetteville Annexation Referendum, sponsored by Sen. Larry Shaw, would amend the city’s charter to provide that city-initiated annexations do not become effective unless approved by the voters in the area to be annexed. This would place Fayetteville back under pre-1959 law. Although this local bill affects only one municipality, it is a bad precedent and the League will vigorously oppose it. It illustrates the danger that local annexation authority faces every session and why we must be vigilant in protecting it. Please continue to talk with your legislators at every opportunity about the importance of annexation authority to the strength and viability of your city or town and the state of North Carolina. More attacks on annexation are on the horizon and now is the time to get their commitment to protect the most successful and sound urban development policy in the nation."

ANNEXED PROPERTIES END UP PAYING FOR PAST DEBT DECISIONS OF MUNICIPALITIES

When municipalities annex, the tax burden they put on the "annexed acquired" properties includes the decisions and planning of past community votes and leaders. The "annexed acquired" victims had no say or vote in the planning and decisions.

The Town of Cary is now showing how this truth works. They admit they will have to raise taxes. Annexed property owners will end up paying for referendum and community leader decisions they could not have voted for or on.

NC american Planning Assoc.'s Agenda to Stop Incorporation of New Towns

The Legislative Agenda of the Planning Association for the last year has been to lobby for changes in the State Statutes that would make it even harder than it presently is for an area to protect itself from involuntary annexation by incorporating itself into a new municipality.

Welcome to StopNCAnnexation.com; an alliance of community groups and property owners that aims to change the outdated practice of involuntary annexation by local municipalities in North Carolina.

We will accomplish this goal through three means:

Educate lawmakers in the North Carolina General Assembly on the increasing number of municipalities who seem to be "abusing" the spirit and purpose of the current annexation laws.

Call attention to NC Senate and NC House members opposed to restoring democracy to annexation for collaborative smart growth.

Encourage all North Carolina citizens to vote against any elected officials that work against the will of the majority and who continue to support this state's current annexation laws.
