City/Town-Initiated Annexation
Update
On
Thursday, Nov. 6, we held a meeting
with approximately 120 League
members to further develop our
advocacy plans to address the
city-initiated annexation issue.
You'll recall that a bill to place a
moratorium on city-initiated
annexations overwhelmingly passed
the House in this past legislative
session. The bill was not taken up
by the Senate. The Joint Senate and
House Study Commission on Municipal
Annexation was formed. The
commission is expected to begin
meeting soon and the issue will
likely be before the 2009-2010
General Assembly when it convenes in
late January.
Our
League goals for this issue include:
-
Standing strongly by our general
principles while also recognizing
the need for careful update of the
current law. The annexation
statutes have proven beneficial to
sound growth and prosperity of
cities and towns.

Showing leadership and good faith on
the issue in the discussions with
the commission and all involved
parties.
Our
hope is to address this issue
through the commission process. We
look forward to a thoughtful,
purposeful discussion and outcome
leading into the 2009-2010
legislative session.
Attached is a copy of the League
letter sent this week to the
commission members. Please take
time NOW to discuss this issue with
your legislators and express your
need for continued strong annexation
laws as we address necessary
improvements. Please also send a
letter to the commission members so
they know how important this issue
is for your city or town. If you

discussions or letter-writing,

League Town Hall Day June 4th, 2008
They will be lobbying against reform of
forced annexation
NCLM Town Hall Day
is a legislative rally and one-day conference held during the General
Assembly session. Municipal officials visit the General Assembly, attend
legislative committee meetings, House and Senate sessions and meet with
their legislators to discuss municipal issues. In the afternoon, there is a
legislative briefing on the status of key issues, and legislative leaders
address the municipal officials. Town Hall Day ends with a reception
honoring legislators.
